Mina impressed for his country at this summer's World Cup, scoring three goals as Colombia reached the second round, before being eliminated by Gareth Southgate's England side.
The 23-year-old joined Barcelona from Brazilian side Palmeiras last summer for more than £10 million, but made fewer than ten appearances throughout what appears will be his solitary season at the club.
He had been linked with a departure from the club prior to the World Cup, but his performances in Russia have increased his options and seen a variety of sides linked with him.
It is believed that Mina will sign a five-year deal with the Toffees in a deal worth approximately £28 million. If confirmed, Mina will likely enter the first team immediately in place of Ashley Williams, who has joined Stoke City on a season-long loan deal.
