The bout will take place at the Manchester Arena on February 27 and will be aired live on Sky Sports Box Office.
The Jackal looked less than impressive in his last outing when he was expected to finish the unheralded Alejandro González, Jr. before being dropped in the first round. Frampton went on to take the decision but it was the first time in his perfect career that some chinks in his armour were visible.
Neither fighter has experienced a loss in their professional career with the only blemishes on either record coming by way of two Quigg draws in 2012 and 2013.
The bout has been discussed for months now and became something of an inevitability when Quigg stopped Kiko Martínez in July.
"I'm delighted that we have finally got this fight signed," Frampton said. "The fight everyone has wanted for years, none more so than myself.
