Moussa Dembele (not that one) is set to join on a free-transfer from Fulham, with Celtic required to pay £500,000 in compensation.
The 19-year-old striker was close to signing for Spurs in January, and has been monitored by a number of top clubs.
Dembele joined the London club from Paris Saint-Germain in 2012 and scored 17 goals in 46 games in the Championship last season.
The Frenchman is Rodgers first signing since becoming Celtic manager. Carlton Cole, Colin Kazim-Richards and Anthony Stokes left the club in the close season.
