I will continue to exercise my functions as Fifa president until that election."Blatter did not use the word 'resignation', but he did mention that the election would be for his "successor" and that that he "shall not be a candidate." He is also thought to be considering standing for re-election yet again. A source close to Blatter told BBC that "Everything is open" in regard to Blatter making an audacious attempt to become president again. Despite this, Blatter is thought to be considering standing for re-election again. These rumours may actually hold water considering in 2011, he claimed his fourth term would be his last, before running for presidency yet again in 2015. Hat-tip to BBC
